Short answer

  • Fee: $300 per authority type, non-refundable.
  • Time: about 20-25 business days for new applicants, longer if FMCSA reviews it further.
  • Before it’s granted: your insurer files proof of insurance and a process agent files your BOC-3.

Who needs operating authority

FMCSA requires interstate operating authority (an “MC,” “FF” or “MX” docket number) in addition to a USDOT number for companies that haul federally regulated commodities owned by others, or arrange their transport, for pay across state lines. You don’t need it if you’re a private carrier hauling your own goods, haul only exempt commodities, or operate only within a federally designated commercial zone.

Step by step

  1. Pick the right authority type. Most owner-operators hauling general freight need motor carrier of property authority. Your authority type sets your insurance minimums, so don’t add types you won’t use. Each one costs $300.
  2. Apply online. First-time applicants register through FMCSA’s Unified Registration System and pay by card. FMCSA is moving registration to its new Motus system, so check the FMCSA page for the current login.
  3. Get insurance filed. Your insurer files proof of coverage with FMCSA. For-hire carriers of non-hazardous property in vehicles of 10,001+ lbs need at least $750,000 in public liability coverage. See insurance for new authority.
  4. File the BOC-3. A process agent files your designation of agents for service of process in each state.
  5. Wait and check status. Look up your number on FMCSA’s Licensing & Insurance site and open Authority History. Documents usually arrive 3-4 business days after the grant. If 10+ business days pass, call FMCSA at 800-832-5660.

Frequently asked questions

How much does an MC number cost?
FMCSA charges $300 for each type of permanent operating authority you request. The fee is not refundable, even for a mistaken application. Reinstating authority costs $80 and a name change $14.
How long does it take to get MC authority?
FMCSA says Unified Registration System applications from new applicants may take 20-25 business days, or an additional 8 weeks or longer if they need further review. Existing carriers applying by mail may wait 45-60 business days.
Do I need an MC number or just a USDOT number?
You need operating authority (an MC number) in addition to a USDOT number if you haul federally regulated commodities owned by others for pay across state lines. Private carriers hauling their own goods, carriers that only haul exempt commodities, and carriers operating only inside certain commercial zones don’t need it.
How do I check whether my authority has been granted?
Search your MC or USDOT number on FMCSA’s Licensing and Insurance website, open the HTML report, and check Authority History for the granted date. FMCSA normally mails authority documents 3-4 business days after the grant.
Can I get MC authority without a truck?
You can apply for a USDOT number and authority before you buy a truck, but you’ll need insurance on a specific power unit filed with FMCSA before authority becomes active, so time the truck purchase and insurance together.
